Nearshore vs Offshore: India vs Latin America vs Eastern Europe for US Engineering Teams

Nine of the thirteen pages Google ranks for this comparison are written by Latin American staffing vendors, and every one of them reaches the same verdict: offshore wins on hourly rate, nearshore wins on total cost. That is a sales position, not a finding. Run the nearshore vs offshore arithmetic with the overhead figures those same pages publish and India-delivered engineering comes out 20% cheaper per engineer-year at two engineers, five engineers and fifteen, with the gap widening as the team grows.

The rate data points the same way. Accelerance’s 2026 guide puts senior developers at $60–75 an hour in Latin America and $64–76 in Central and Eastern Europe against $31–41 in Asia, and Lapieza’s August 2026 survey shows Latin American ranges up 8–12% in twelve months, with AI and data roles 20–35% above 2024. The offshore vs nearshore cost gap is not closing.

This is a nearshore vs offshore engineering comparison written by an India-delivery partner, and it says so; discount it exactly as much as the LatAm pages. What it adds is the piece the SERP is missing: a three-region table, a cost model you can check, the overlap-hours question answered with a clock rather than an adjective, and a decision matrix that admits where nearshore wins.

It is written for the US engineering leader, CTO or procurement owner choosing where the next 2–15 engineers come from. The nearshore vs offshore engineering sections cover definitions, the three regions side by side, total cost at three team sizes, overlap hours, talent depth, the H-1B fee, 2025–27 rate trends, risk, hybrid structures, a decision matrix and the RFP questions that expose a weak vendor anywhere.

Staffing Industry Analysts forecasts the US staffing market to grow 2.4% to $183.1 billion in 2026 and a further 2.2% to $187.0 billion in 2027, per its September 2026 US staffing industry forecast. Flat-to-modest US growth against a nearshore vs offshore rate gap of roughly 2:1 means the 2027 budget question is not whether to use external engineering capacity but which region’s rates still fit it.

TL;DR

This nearshore vs offshore guide is for US companies deciding between Latin America, Eastern Europe and India for engineering capacity. It compares the three regions on rate, talent depth, overlap, risk and total cost, and says plainly which wins in which situation.

The number to hold onto: using the overhead and onboarding figures published by the nearshore vendors themselves, India-delivered nearshore software development alternatives land about 20% below Latin America per engineer-year at every team size from two to fifteen; nearshore earns its premium only when daily eight-hour overlap and monthly travel are non-negotiable.

By the end you will be able to place a hiring plan on the nearshore vs offshore decision matrix, run the cost model with your own numbers, and ask any vendor in any region the seven questions that separate a delivery team from a bench.

What is nearshore vs offshore?

Nearshore vs offshore engineering is the choice between engineering teams in nearby countries with similar working hours (for a US company, Mexico, Colombia, Argentina or Brazil) and teams in distant countries with lower rates and partial time-zone overlap (India, the Philippines, Eastern Europe). Nearshore trades a 40–60% rate premium for real-time collaboration; offshore trades overlap hours for cost, depth and scale.

Who writes these comparisons, and why they all say nearshore wins

The commercial structure of the SERP explains the verdict. In most nearshore vs offshore engineering comparisons we review, the author sells Latin American talent, so the framing favours the dimensions where that region leads: overlap, travel, cultural proximity. Cost is conceded on the hourly rate and recovered through “total cost” claims: Proxify puts management overhead at 5–10% for nearshore against 15–20% for offshore, Revelo estimates 10+ hours a week of manager time and an 11% drop in synchronous communication per hour of time-zone gap, Blue Coding argues a $40 developer who onboards twice as slowly is an $80 developer.

Those inputs are plausible. What no nearshore vs offshore page does is run them. Full Scale, selling the Philippines, is the only vendor that publishes a threshold, and it concedes offshore wins for teams of five or more on three-year horizons. The model below uses the nearshore vendors’ own overhead numbers and shows what they imply.

The second thing the SERP gets wrong is treating India as a single undifferentiated “distant” region. India vs latin america developers is not a contest between a cheap bench and a collaborative team; it is a contest between the largest engineering talent pool in the world, now hosting 2,117 global capability centres employing 2.36 million people and roughly 28% of global GCC AI talent, and three or four mid-sized markets whose senior salaries have risen 8–12% in a year.

India vs Latin America vs Eastern Europe: the three-region table

The nearshore vs offshore engineering figures below are 2026 patterns from engagements plus the public sources cited; partner-delivered India rates are inclusive of the partner’s margin, as set out in the India software developer hourly rate benchmarks.

Criteria India Latin America Eastern Europe
Senior engineer rate (vendor-delivered) 30–55/hr 60–75/hr 64–76/hr
Senior salary underlying the rate ₹30–60 lakh/yr 5,000–8,500/month (Lapieza) €4,500–€8,000/month pattern
Talent pool depth Largest globally; 5M+ IT workforce, deepest in cloud, data, AI/ML, SAP Mid-sized; strong in web and mobile, thin in niche enterprise stacks Strong in systems, security, fintech; smaller pool, shrinking since 2022
Overlap with US Eastern (EST) 3.5–4 hours on a shifted day (13:00–22:00 IST) 7–9 hours 2–3 hours (morning EST = late afternoon CET)
Overlap with US Pacific (PST) 2–3 hours (14:00–23:00 IST) 6–8 hours 0–1 hour
Attrition (public reference points) TCS 13.8% Q1 FY26 Vendor-reported; rising with salary inflation Elevated since 2022; relocation risk in Ukraine, Belarus
IP and contract enforceability Indian Copyright Act employer ownership; US-entity partners contract under US law Country-specific; Mexico and Colombia enforceable, slower EU jurisdictions enforceable; Ukraine/Belarus uncertain
Time to shortlist via partner 7–10 working days 1–3 weeks 2–4 weeks
Rate trend 2025–26 Effective rates down ~8% (Accelerance) Rates down 7.1% in 2025, salaries up 8–12% in 2026; COP and MXN appreciation raises dollar cost Down 4.4% in 2025; stable

Two rows change most buyers’ assumptions. Eastern Europe has worse Pacific-time overlap than India, because Central European afternoon is Pacific pre-dawn.

And India’s overlap is a scheduling decision: a 13:00–22:00 IST working day, standard in partner-delivered pods, puts 08:00–11:30 Eastern in the room every day. The underlying country comparison, including the Philippines, Vietnam and Poland, is on the best countries to hire software developers.

Offshore vs nearshore cost: total cost of engagement at 2, 5 and 15 engineers

The nearshore vs offshore engineering model below takes the nearshore vendors’ overhead and onboarding inputs at face value and applies them to a senior engineer over one year of 2,080 hours. Nearshore at $65 an hour (Accelerance midpoint), India partner-delivered at $45 (upper-middle of the band).

Management overhead at 7.5% nearshore and 17.5% India (Proxify’s ranges). Onboarding loss of two weeks nearshore and four weeks India (Blue Coding’s “twice as slow”). Travel at $6,000 a year nearshore and $10,000 India per engagement, rising with team size.

Per year, senior engineers 2 engineers 5 engineers 15 engineers
Nearshore labour ($65 × 2,080 × n) $270,400 $676,000 $2,028,000
Nearshore overhead 7.5% + onboarding 80 hrs + travel $36,680 $84,700 $242,100
Nearshore total $307,080 $760,700 $2,270,100
India labour ($45 × 2,080 × n) $187,200 $468,000 $1,404,000
India overhead 17.5% + onboarding 160 hrs + travel $57,160 $129,900 $373,700
India total $244,360 $597,900 $1,777,700
India saving 20% 21% 22%

Read it the way the nearshore pages ask you to, with India’s overhead and onboarding doubled, and India is still 20% cheaper at two engineers. The “nearshore wins on total cost” claim holds only if the India rate is pushed above $55 an hour, the top of the partner-delivered band, or the India team is left unmanaged, which is a vendor failure rather than a geography.

What the 20% nearshore vs offshore engineering premium actually buys is eight hours of daily overlap and short-haul travel; for some teams that is worth it, and the decision matrix says which. The fully loaded version of the India column, including what the partner’s margin covers, is in cost to hire offshore developers in India.

The overlap-hours myth

No nearshore vs offshore engineering page says what four shared hours versus eight actually changes. In the pods we run, the work that needs synchronous time is standups, pairing on blocked items, design reviews and incident handoffs, which together fit inside a 3–4 hour window when the window is fixed and protected.

What does not need overlap is the other 60–70% of engineering: coding, tests, documentation, reviews that can wait twelve hours. The practices that make a 4-hour overlap work, from written decision logs to review SLAs, are laid out in time zone overlap for remote teams.

The India-specific advantage nearshore cannot claim is follow-the-sun: a fix queued at 6 pm Eastern is in progress by 9 am IST and reviewed before the US team logs on. For teams running production systems that is a feature, not a gap. Companies that want the overlap decision made by role rather than policy will find the onsite, remote and hybrid split cost in onsite IT staffing vs remote vs hybrid.

Talent depth and AI skills by region

Nearshore pages hand AI and data depth to Latin America by assertion. The public data points the other way: India hosts roughly 28% of global GCC AI talent across 1,200+ capability centres with AI/ML mandates, which is why enterprises that hire machine learning engineers at scale do it in Bengaluru, Hyderabad and Pune rather than Guadalajara. The same india vs eastern europe developers comparison favours Eastern Europe for systems programming and security and India for cloud, data, enterprise platforms and AI, with India’s pool an order of magnitude larger.

Depth matters at the point where nearshore vs offshore engineering stops being a rate question: the eleventh engineer. Latin American vendors fill the first five senior roles well and the next ten slowly, which is where rates rise and quality drops. An India partner with a dedicated development team model fills fifteen in the time a nearshore vendor fills five, because the pool supports it.

The $100K H-1B fee and what it does to US demand for offshore

None of the thirteen nearshore vs offshore engineering pages mentions the September 2025 proclamation that attached a $100,000 payment to new H-1B petitions. Forrester’s analysis is public and direct: delivery models will shift toward offshore execution, with onsite billing rates rising 2–3%. For a US buyer the practical effect is that the US-based consultant bench, which nearshore and offshore both used to supplement, is shrinking and getting dearer, and the share of work delivered from India rises. How that changes the contractor classification and compliance picture is covered in the US IT staffing compliance guide.

Rate trends 2025–27: nearshore inflation, FX and Asia’s price lead

Three things are moving at once. Vendor rates fell across all regions in 2025 as demand softened, per Accelerance: Latin America down 7.1%, Europe down 4.4%, Asia’s effective rates down about 8%. Latin American salaries then rose 8–12% through 2026 with AI and data roles up 20–35% over 2024, per Lapieza, as US demand concentrated on the same four countries. And the Mexican and Colombian pesos strengthened against the dollar during 2026, which raises the dollar cost of local payroll even where peso salaries are flat.

The result is a nearshore vs offshore engineering rate gap of roughly 2:1 in 2026, likely to hold or widen through 2027 as India’s supply keeps pace with demand and Latin America’s does not. Buyers who signed nearshore rate cards in 2024 should expect the renewal to come in higher.

Risk by region: IP, legal, attrition and geopolitics

Nearshore vs offshore engineering pages lean on “risk” as the reason to pay the premium, so it is worth being specific. On attrition, the one public figure from a large Indian employer is TCS at 13.8%, lower than the 18–25% that Eastern European sources have reported since 2022 and in line with the vendor-reported Latin American figures that are rising with salaries. The controls that keep an India pod below 10% are set out in reducing attrition in offshore development teams.

On IP and contracts, the risk depends on who you contract with, not the region. An India partner holding a US entity contracts under US law, carries US insurance and runs IP assignment from engineer to partner to you under Indian law as well; the Indian Copyright Act already vests work created in employment in the employer. The objection applies to contracting a foreign entity directly, not to India.

On geopolitics, Eastern Europe carries the open risk since 2022, with relocation and conscription exposure in Ukraine and sanctions exposure in Belarus; Latin America’s risk is currency and salary inflation; India’s is concentration in a few large cities, a continuity-planning item rather than a reason to avoid the region.

Hybrid structures: a nearshore lead with an India pod

The structure most of our US clients settle on after running the nearshore vs offshore engineering numbers is neither pure nearshore nor pure offshore. One lead or architect on the client’s clock, US-based or nearshore, holds the stakeholder relationship, the design authority and the 8-hour overlap; a pod of four to eight India-delivered engineers does the build on a 4-hour shared window plus follow-the-sun.

At a $125 lead rate and $45 pod rate, a six-engineer team blends to roughly $58 an hour against $65–75 for the same team nearshore, with better specialist depth and no travel line for five of the six people.

The variant for teams that outgrow staff augmentation is a global capability center: the same India pod, owned rather than rented, once headcount passes 25–50. The staff-augmentation version is what the hire offshore developers page describes.

Case studies

Two engagements where the nearshore vs offshore decision was made on the model rather than the sales deck.

US fintech, Series B, 8 engineers, nearshore incumbent. The company was paying a Colombian vendor $68–74 an hour for a team that had grown from three to eight over two years, with two senior roles open for 90+ days. Moving five roles to an India-delivered pod on a 13:00–22:00 IST day with a US-based lead retained cut the blended rate by a third; shortlists arrived in 7–10 working days, joining rate held at 98% and contract drop-off stayed below 1%.

Healthcare SaaS, 3 senior engineers, kept nearshore. The same analysis for a three-person team with daily client workshops and monthly on-site sprints showed India saving under 15% once travel for a lead was added; the client stayed nearshore for that team and used India for the separate data platform build. The model is meant to produce that answer when it is the right one.

Decision matrix: nearshore vs offshore vs onshore by situation

Nearshore vs offshore vs onshore resolves on four variables: team size, duration, overlap need and specialist depth.

Situation Choose Why
1–3 senior engineers, daily workshops, frequent travel, under 12 months Nearshore The overlap premium is small in absolute dollars and the collaboration is the job
5+ engineers, 12+ months, standard product or platform work India, partner-delivered 20%+ cheaper at every size; depth to grow to 15 without rate inflation
AI, data, cloud or enterprise-platform specialists India Pool depth; nearshore AI roles carry a 20–35% premium and thin supply
Production systems needing 24-hour coverage India or hybrid Follow-the-sun is a geographic advantage, not a gap
Regulated, on-site or cleared work Onshore, via a US-entity partner Neither region removes the physical requirement; see the onsite guide
Scaling past 25–50 engineers India, moving to a GCC Rented pod becomes an owned centre

For the India rows, a partner with a US entity, such as an IT staffing company in USA delivering from India, removes the contracting objection that the nearshore pages use against offshore; the India-side team that runs the pods sits with the IT staffing company in India.

Seven RFP questions for any region in a nearshore vs offshore evaluation

  1. Who is the legal employer of each engineer, and under which country’s law is the contract?
  2. What is the senior rate, and what overhead, onboarding and travel does the vendor expect you to carry?
  3. What daily overlap window is contractual, in your time zone, and who is in it?
  4. What was the vendor’s engineer attrition in the last 12 months, with a number?
  5. How many engineers in this stack can start within 30 days, and how many within 90?
  6. Where does IP assignment sit, and is there a US-enforceable contract?
  7. What is the replacement guarantee, in days, and what voids it?

A vendor that answers all seven with numbers is worth a rate premium in any region; one that answers with adjectives is not, in any region.

What most teams get wrong

Teams compare nearshore vs offshore engineering on the hourly rate the vendor shows them and the overlap the vendor warns them about, when the decision is about total cost at the team size they will actually reach and the depth of the pool they will draw from. In most engagements we have audited, the nearshore premium was justified for the first three engineers and unjustified from the fifth, and nobody re-ran the numbers as the team grew.

The second mistake is accepting “distant” as a description of India’s overlap when it is a description of an unscheduled India team. Fix the working window in the contract and the gap is four hours, not twelve.

Run the model with your own numbers before you sign a rate card

If you are making the nearshore vs offshore engineering call between Latin America, Eastern Europe and India for the next 2–15 engineers, or renewing a nearshore rate card that has risen 8–12% this year, Supersourcing has delivered India-based engineering pods to US and UK companies across 527+ engagements, with a 98% joining rate, under 1% contract drop-off and a 7–10 day replacement guarantee.

Send the role list, team size and the rate card you have been quoted to mayank@engineerbabu.com or book a slot via supersourcing.com/contact-us, and you will get the total-cost model above run on your numbers, including the hybrid option, within three working days.

Teams that want to hire remote developers on a fixed overlap window can see how pods are structured there; the nearshore option gets a fair hearing in nearshore staff augmentation, and the fee structures behind every region’s rates are in IT staffing agency fees.

FAQ

What is the difference between offshore and nearshore?

Nearshore means engineering teams in countries close to yours with similar working hours; for US companies, Mexico, Colombia, Argentina and Brazil. Offshore means distant countries with partial overlap and lower rates: India, the Philippines, and for US buyers also Eastern Europe. The practical differences are rate, overlap hours, pool depth and travel.

Which is cheaper, nearshore or offshore?

Offshore wins the nearshore vs offshore cost question on both hourly rate and total cost once a managed team is in place. Senior rates run $60–76 an hour nearshore and in Eastern Europe against $30–55 for partner-delivered India; with management overhead and slower onboarding included, India lands about 20% below nearshore per engineer-year at team sizes from two upward.

Is India nearshore or offshore for US companies?

Offshore by distance, with 9.5–13.5 hours of time difference. In practice a partner-delivered India team on a 13:00–22:00 IST day gives 3.5 — 4 hours of overlap with US Eastern time and 2–3 with Pacific, which is more than Eastern Europe offers the West Coast. The distinction matters less than whether the overlap window is written into the contract.

Which countries count as nearshore for the US?

Mexico, Colombia, Costa Rica, Argentina, Brazil, Chile, Uruguay and Peru are the usual nearshore markets, within one to three hours of US time zones. Canada is sometimes included. Eastern European countries such as Poland and Romania are nearshore for Western Europe but offshore for the US, with two to three hours of overlap at most.

Can offshore developers work US business hours?

Partially, and it should be contractual rather than assumed. India-based engineers commonly work 13:00–22:00 IST, overlapping US Eastern mornings; full US-hours coverage from India means night shifts, which raise attrition and are better reserved for support roles. Follow-the-sun handoffs cover the rest without anyone working nights.

Nearshore vs offshore vs onshore: which is best for a startup?

For a startup with one to three senior engineers and a founder who wants daily pairing, nearshore or onshore. For a startup building a product team of five or more on a limited runway, an India-delivered pod with a US-based or nearshore lead gives the lowest cost per engineer and the deepest pool. A short review of the hiring plan usually settles which applies.
